Video in zoneminder brakes

I have webcam "made in china", if open camera in mplayer tv:// - all is accurate. But if open camera in zoneminder, the image braked and is a little smeared. How it to correct and why it occurs?

I have found the decision!
On start page needs to change "Configured for Low Bandwidth" to "Configured for High Bandwidth"
Then go to "Options" on tab "High B/W" change WEB_H_VIDEO_MAXFPS to 30
