zoneminder half working

I am a newbie for sure to this. I am running Ubuntu. I have done all the installs by following direction from all of you. I am at the point that when I go to localhost/zm I get a login screen. I can log in and get the following screen shot below. If I let it sit on that for a bit it will always finally show me the 404 error. If I really fast click options I get a different pop up screen and can add a user but that's all. I am lost I want to say its the database that is not loading correctly. What do you all think and how do I fix it?
