Blurry Right Side of video

One of my capture cards (different model than the other) appears to have degraded video quality on the right hand side of the image v.s. the left hand size. Image gets somwhat "blurry". Moving the same camera/cable to a port on another card results in a uniform (clearer) picture.

Anyone ever seen anything like this and is it possible it is related to card configuration issues? (Clock mismatch?).
