I was able to get ZM to work from a fresh Ubuntu 14.04 server install!!!

I earlier did an upgrade from 12.04 with ZM 1.25.0 to 14.04 with ZM 1.26.5. Since this setup worked I compared the Apache2 directories of the working upgrade with a fresh server install with ZM 1.26.5. The only differences I could find was the working setup had an /etc/apache2/conf.d/zoneminder.conf. So I created one in the fresh install and turned on CGI and it worked! Now, I'm wondering if this could have fixed the Ubuntu 13.10 installs...
I'm sure there are others who may have a better fix for this and I welcome your input!

In the interest of making things easier, I discovered that a symbolic link worked instead of creating the zoneminder.conf file. The how to has been modified!
As for the upgrade to 1.27, it may have to wait for others as ffmpeg has been removed from Ubuntu 14.04 and the "easy" ways to upgrade just do not work. I've tried to use one of .deb files from the PPA and also tried to do an install from the GIT-HUB. Oh well... my Ubuntu 12.04 system with ZM 1.27 will continue to run for some time.

After learning that ffmpeg had been replaced in Ubuntu 14.04 I had a panic attack that the ffmpeg ZM source type would not work! So I did some fancy port forwarding to the system where I have a working RTSP camera and set up the camera on my "test" system.
Am happy to report that the ffmpeg source type worked on Ubuntu 14.04 with ZM 1.26.5! Now to figure out how to get 1.27 on 14.04...
