The download page seems to have different versions for each version of Ubuntu. Is this correct?
If so, what happens if the kernel is updated? If the Ubuntu version is updated? Why would this be needed?
What would be the correct version for 16.04?

1.30 is the current release. Older distros only have the current release at the time as that is how they work, lock in a version, test with all the other packages and release, effectively setting in stone the available version. PPA's work around this by letting us provide current version for last 3 releases of the distro.
Default repo version for 16.04 is 1.29, but use the PPA and get 1.30

I think it was the first below, but both lead to the same uncertainty of 1) are they tied to a certain distro, and 2) this apparent connection leads to apparently invalid conclusions on my part.

So if I understand correctly, the default version is the original version for that distro, but the latest version is ok to install at the start, then rely on the PPA for updates?
I see ZoneMinder in Synaptic, V 1.29. which is the default version. That would be another good way? The best way?

You are looking at a ppa. Follow the instructions for the ppa, which are:
sudo add-apt-repository ppa:iconnor/zoneminder
apt will figure it out.

Does ZoneMinder work in remote locations, or only as a local viewer? Or does it work remotely, but needs extra work and apps?

Zoneminder uses a web based GUI which runs on a web server such as Apache. Therefore you can access it from just about anywhere as long as you set up access to the web server through your firewall. If you want to use the latest production version of Zoneminder on a distro use Ubuntu 16.10 which has Zoneminder 1.30.0 See https://wiki.zoneminder.com/Ubuntu_Serv ... e_easy_way
Be advised, though, that Ubuntu 16.10 has a short support life.
You would be better off with Ubuntu 16.04.

I use a Q-See DVR (multiple cameras -> DVR -> port forwarding router), which normally connects directly to software on the receiving computer or phone. With the DVR, which goes through the router with port forwarding, is the server arrangement still needed?
