Are you sure you have a Pico card or a clone of a pico card?

That error would suggest that something is running that is trying to use the card before you are running tvtime. Have you loaded another application that might start at boot and use the capture card?

Other than that all that comes to mind is a irq conflict.

I'm not expert - but this line jumps out to me:
Is something else already using the card because that's how it looks to my untrained eyes.
