ftp upload tar / zip

Hi all,
Please I need help. Manage a couple of data centers using zoneminder. Over 20 camera views on my system. I am having the same problems. Zip files upload to ftp server - but the zip file is empty (22kb file) If I set zoneminder to upload tar files nothing happens. In my log I get the error :
05/27/09 17:01:06.437154 zmfilter[16178].INF [Creating upload file '/tmp/p-whs-ter-cam-1-28514.tar']
05/27/09 17:01:06.438960 zmfilter[16178].ERR [Tar error: Cowardly refusing to create empty archive!
I am currently running zoneminder 1.23.3 on an Ubuntu 8.10 hardware. Need recommendations in getting filter/upload process working. Can provide any logs that might help. I have spent about 20 hours troubleshooting - not sure what else to do. Might be willing to pay for help if somebody can fix quickly....
