open /etc/apache2/config-enabled, is there anything in there resembling zoneminder.conf? If not....copy zoneminder.conf to there and restart Apache. If there is already a zoneminder.conf and/or this still does not work then go ahead and uninstall. Then try a new fresh install using the correct version of install instructions for Ubuntu. Lets see if that straightens ZM out!
Yeah i found the file was empty copied it saved it still no luck gonna uninstall and try again later thanx for your help in this matter
I wanted to finally close out this post with a solution that finally worked for me in the hopes that it will save someone else time if they have the same problem. I was getting stills when I pulled up the alerts but no video streaming. The error below exemplified the problem I was having and yet after three attempts to reinstall I was still having errors following these install instructions (I sure I was doing something wrong) - Mint 18 running ZM1.30.2. ERROR:
getStreamCmdResponse stream error: Socket does not exist. This file is created by zms, and since it does not exist, either zms did not run, or zms exited early. Please check your zms logs and ensure that CGI is enabled in apache and check that the PATH_ZMS is set correctly. Make sure that ZM is actually recording. If you are trying to view a live stream and the capture process (zmc) is not running then zms will exit. Solution:
I followed this install and it worked. Here you are simply installing a pre-configured dvd or usb. I used the dvd. This method is also referred to as ZM on a stick. The dvd will boot up into Lubuntu running from the dvd. You can then install Lubuntu (a version of Ubuntu) and ZM from the live dvd. Like the instructions mention the dvd install did fail for me also, so Open a terminal - System Tools - LXTerminal and type this, sudo sh -c 'ubiquity gtk_ui' . One gotcha after the install is that I was not able to connect to the internet so I followed this tutorial to fix the /etc/resolv.conf so I would have dns resolver and be able to connect to the internet. apt-get updates are necessary to get to the latest verson of ZM 1.30.4. https://www.quora.com/How-can-I-configu ... ermanently

Now you can update your system and get the latest version of ZM:
sudo apt update
sudo apt upgrade
sudo apt dist-upgrade
I use a similar camera to stream a aquarium of trout raised from eggs 24/7 for the last 6 years. at the moment it is running off a very old 2002 Dell laptop with 512 megs of RAM.....using Puppy Linux Xenial (Ubuntu 16.04 binaries) and zoneminder 1.30.4 stable......these are my settings at the moment..with a frame rate of 5 (low RAM)

I have not yet really done much experimenting with the settings. Buffers are set to the defaults.
