I just upgraded from 1.24.4 to 1.25.0 on Ubuntu. Everything seems to be working fine, except I am missing the new Logging tab under Options. I still see Debug. I can manually go to
http://mysite/zm/index.php?view=options&tab=logging and get to the tab.
So what am I missing?

It's not "under" or at the options menu. it's right next to the options button at the console like " Options / LOG " on the right side of your screen.
