quantization tables are too coarse for baseline JPEG

I confirm this for even the current version...
(just to get the "issue" logged to this forum)
Running ZM v1.22.3, using a generic one-chip four-port bt878 on a dual-processor p3 with 256Mb memory. (Gentoo)
Using a setting of 15% to lower bandwidth and still producing high enough image quality:
With ZM_JPEG_IMAGE_QUALITY set bellow 25 (%) there will be a warning
Dont know what it reflects on but everything seems to be working ok.
