Looking for high-res shots at night

Hello,
I have been trolling these boards for a few days now reading about people's set ups, experiences, favorite configurations, etc. Definately a good source of information throughout the forums and the Wiki.
I am looking for a solution / ideas based on what I am looking for, specifically:
I need and outdoor-capable camera. I do not necessarily need FPS, but really high resolution to be able to take pictures of automobile license plates in a specific place that two cameras should be able to cover just fine, at night! The distance from the camera(s) to the subject area would probably be a maximum of 35 feet, if that. I have been looking at the Axis IP cameras that support 1600x1200 and night shot. However, if I don't need to spend $900-1500 I would like not to. I am willing to brighten up the subject area with night-lighting to help the camera see a little better in the area too.
If you have past experiences / suggestions in what direction I should look, please don't hesitate to help me go in the right direction as far as camera hardware.
