Apologies that this partially duplicates a post on 1.22.3 that Cordel has already helped me with! I've now upgraded to 1.23.0 but it hasn't helped hence posting here.

Zoneminder is running OK but I'm getting errors when viewing events. I suspect its another PHP feature has been changed when upgrading to PHP 5.2.5. Re-enabling short tags was necessary to get zoneminder to display screens correctly at all (thanks, Cordel!), The symptoms now are that the default rate to view streamed events is 100x, the default size is at 4x - both cases the maximum value instead of a more sensible real time and actual size.

In my apache error log I'm getting a 'divide by zero' error in zm_html_view_event.php on line 101 and the parameter is $rate.

In /var/log/messages I'm getting a 'bogus scale factor of zero' error from zms.

I have rebuit zoneminder from scratch (and upgraded to 1.23.0 since I upgraded to SuSE10.3 and in an attempt to resolve this, but without success.

Did you remember to update the database?
If you did successfully update the database, then try the following:
Might try to make sure that any settings relevant to those errors have values:
Check the bandwidth settings for default rate and image size as well as the settings for the monitors and try setting max fps values and see if the problem goes away.
