Zoneminder isn't showing images. I get the message
"The requested URL /cgi-bin/nph-zms was not found on this server."

I am running Debian and installed zm from source. nph-zms is in /var/www/cgi-bin/nph-zms.

I looked at apache2.conf2 and the lines for addhandler and cgi weren't commented out. They weren't there. I added them at the end. But I don't know if that's right.

I'm not sure if this is a permissions, paths, or apache problem. I think it's an apache configuration issue.

Zomeninder is filming. I can generate movies to download and watch them. (I'm using iceweasel to look (it's always worked).

What is the path to cgi-bin that was originally configured in httpd.conf or apache.conf ?
The zms binaries should be installed in the cgi folder defined in in the Apache config.
You might also find that they are set in a sperate config file under conf.d folder in /etc/apache

I didn't find the cgi-bin in apache2.conf; httpd.conf is empty, conf.d is a directory. I just copied the /var/www/cgi-bin files to /usr/lib/cgi-bin.

Yeah I thought debian had apache configured to put the files somewhere else.
BTW, any files in that confg.d directory are aditional configuration files that are all loaded during apache startup, and I am aware it is a directory thats why I suggested you check the files in that directory to see if the cgi folder is defined in one of those files. ;)
