Want to View@15fps, Record@3fps, & Dtect Motion

I thought i had this working but there is a small problem...
Bandwidth isnt an issue for me, and I'd like to view at 15fps.
Disk Space, on the other hand, is an issue, so I would like to capture at 3fps.
It seems every mode has an issue for me.
Modect records at 15fps even with Frame Skip, and regardless I notice that it's not reliable, even after much tweaking. ZM has trouble identifying motion on any sort of consistent basis at 15fps. Even with the Blend %ge at 2 and the sensitivity set to high and fast.
As a result, events rarely last longer than a few seconds, so I get hundreds per hour, and worse, I miss large chunks, too.
I've been trying/wanting to use Mocord with a 60s segment threshold[/b]. I like the predictable size of event, and it doesn't matter how accurate the detection is. When the disk get's full I go through and delete the 1min events with < 3 alarm frames.
The problem with that is the moment motion is detected it jumps up to recording at 15fps, blowing through my entire HD in a few days.
Record is one mode that I would rather not use, as there is obviously then no way to easily filter out 'empty events' afterward.
Is there another way to achieve objective?
