Ok, as a last and final attempt of figuring this card out I am asking you to look at my cameras and see if you can come up with any ideas.

Please compare the streams and post anything you think may help me solve the issue :)

I've come in to this a bit late but have you tried running xawtv on this card. Its got lots of tweaks and things to try to help diagnose the problem.

Best of luck

OK, I have now found out just what is wrong with this card.. its over heating!!

I did have heat sinks on it but the poor colour was still there.. I tried everything and as a last resort put a huge m0f0 fan on it and it was cold as the north pole and the picture was fine... removed the fan and waited about 15 minutes and sure enough, back came the colour issue.

I am going to rig up a case fan to BLOW or SUCK right next to the card and see if I can get some kind of stability out of it.. fingers crossed.

Better heat sinks too... Copper with good adhesive, and as large as you can fit. I have no fan on mine, but I use good heat sinks.
