How low should lux rating be for night imaging?

I want to buy a network camera (not necessarily wireless) for use at night. The night images don't have to be color. I am wondering if 2.5 lux is any good at night? With just starlight and moonlight, how low should the lux rating be?

0.2 lux is about the same as a full moon
0.01 is about the same as a quarter moon
0.002 is a moonless night

With 2.5 LUX you wouldn't see much of anything at night. Have you thought about IR network cameras (outdoor)? ACTi and Vivotek make decent ones.
