How about custom montage pages, allowing you to setup cameras into multiple groups, and instead of a montage button, have a montage drop-down where you can pick a particular set. Also potentially limit certain users to certain camera groups.

This is all in the system, but not just one click. You can limit users to specific cameras. You can set cameras in groups, and when you pick that group, montage shows just that.
