My file perl don't be execute by php

Hello, i want to make a pilot for my cam ptz, if i execute this direcly it work but if i use the inteface it don't.
What are permission necessary for the pilot in /usr/bin/cam_pilot.pl for it could be execute by the file zm_actions.php?www-data and root don't work.
