Hello i am trying to figure out how to use the skins system, and cannot find any buttons/features or Docs about how skins work.

There is no documentation as yet. Your best bet would be to copy either the classic or mobile skins (depending on whether you want complex or simple pages) and start modifying. You need to have a skin.php in the root of the skin directory at least.
