The N95FQ from Maplin has 4 Bt878A
Anyone tried one of these with Zoneminder
at £129.99 it looks to be quite interesting, but... will it work?

It works - at least in xawtv!!
Well I went ahead and got one of these.
It actually has just 4 Bt878a which each handle 4 channels of vid and 1 audio.
Popped it in a machine, dmesg shows the video0-3 get created ok using default card=0 config, and xawtv shows video from all channels.
[ update ] card=77,77,77,77 works even better - all 16 inputs show as Composite.
I've not tried audio yet, and I would like to get the digital i/o connector working to use as trigger inputs and outputs, but so far I am happy.
They also do a card with 8 vid 8 audio and I think this as 8 chips so my guess is that you would get full frame rate on all 8 channels, but it is £250 ish vs the £130 for this one.
I'll update this when I find out more.
