increasing fps on cameras

yeah i have two cameras that can handle 60.00fps but there only monitoring and recording at 5.00fps and i have a high end video input card that can handle i think 60fps or higher. my Maximum FPS setting are set to 60.00 and 60.00 for the cameras how do i fix this?? so they will look better !!
