Is it possible to have multiple zoneminder backends and have one frontend/web interface for viewing and exporting the footage?

This should work. You can try is by entering the address of a zoneminder monitor on a second zoneminder installation.

And now with Jzmconsole you could gather up all your zoneminder servers into one massive one with all the feeds being pumped into it and the server side of jzmconsole and then view it all from anywhere in the world with a Windows machine

Just set yur remote machines up as you normally would and then with the "master" machine access them as if they were remote ip cameras. It raises the work load on the remote systems a little but with resonable resolution levels and frame rates it will work well.
