Missing 'User' Tab in 'Options' Menu

Hello
I installed 1.17.2 and set it to authenticate the http login.
I found that I could not login at all. I went into the 'Config' table on the mysql
server and set ZM_OPT_USE_AUTH to zero. Now I can get to the http interface and
I go into the 'Options' and the 'User' Tab is gone. I remember configuring users there in
1.17.1 so do I have a bad install?? Everything else is working perfectly so I'm hoping not
to have to start over espcially if I get the same problem.
