Permission denied while trying to open logfile\

I have a problem starting ZoneMinder. I installed it in my home-made Debian Linux 5.0 server:
BOX4:/home/filipe/ZoneMinder-1.24.2# zmpkg.pl start

Can't open log file '/tmp/zmdc.log': Permission denied at /usr/local/share/perl/5.10.0/ZoneMinder/Debug.pm line 279.

Check permissions on /tmp and /tmp/zmdc.log
