Video recording /image capture using command line

I would be grateful if someone could point me in the right direction.

I want to be able to start this application using command line (instead of GUI) so that by issuing a command from another application or batch file, I can start and stop the capturing/ recording of video.

Is it possible? If so, please give me some advice

Is it also possible to be able to take a snapshot at certain point during the recording of the video and save that snapshot as a static image (again using command line?)
