How can I confirm fps?

How can I confirm fps?

I have an Axis 211A and when I preview the camera in a browser window it show 15.x fps. Does that mean that my camera settings are wrong? (It should do 640x480 30fps)

I have never got over 15 out of a axis camera unless it was connected to a bisness classswitch also the 30fps only happens in very height light

Can you connect directly to your cam w/ VLC and confirm that way?

Never found a need to really know, but could you look at an events stills and count the number of frames within the same second?
