Very low FPS with a 1.3 megapixel cam. Solution?

Hi there.
ZM 1.24.2 / Ubuntu 10.04-64 bit on a 1.8GHz Atom D525 CPU and with 4GB RAM. Just one IP camera monitor (modect) added to ZM.
kernel.shmall = 1887436
kernel.shmmax = 1073741824
640x480: no problem
1280 x 1024: FPS becomes so painfully slow it looks like it's 1 fps or 0.5 fps... Live view directly from the cam is perfect.
FPS set in the cam: 9 fps
ZM cam monitor live view reported FPS:7-8 fps. ZM is in High Bandwidth mode.
One Zone (36% or about 480K pixels)
Tried to weak the performance in several ways, nothing seems to help!!! Lowered FPS in the cam down to 3 fps, and it did somewhat improve the video quality, but it's still not as good as in live view directly from the cam and is not good enough for my application... The picture is jerky, cars zoom by like ghosts...
Am I missing smth important? Is there a way to have higher fps AND adequate video quality (i.e. same fps in ZoneMinder)?
