I was poking around in the zoneminder logs and found it surprising that the logs don't contain information about user activity such as login attempts, duration of login, changes made to settings, etc.

At least some of this activity (e.g., userid, time of login or attempted login) should be logged by default (in my humble opinion) and perhaps some should be configurable
(e.g., settings changes).

I would put this in feature request. Or better yet make a patch agenest the svn if you are able to.
