Include Filters In Run State Functionality.

As is discussed somewhat in this thread: http://www.zoneminder.com/forums/viewto ... te+filters, I'd like to suggest that Filters are also included in the Run State functionality as Monitors are now.
Basically, the idea is, I still want to capture events, but I don't want to pollute my email or sms queue's with unnecessary traffic, if its me that's home. So, I still want to record the events, but not the emails/messages. Now, if I leave for example, I do want to be notified by an email/message/(or both) filter and of course at the same time I'm still capturing the events like I want to. If I had the ability turn filters (of course these really apply to background filters...), on or off and tie them to run states along with monitors, then I'd be able to solve this challenge.
There is a workaround at the tail end of the thread in the link above, but it's not elegant at all in the sense that it requires you to create two "virtual" monitors for each physical monitor, which splits up the event stats and data into two separate pools.. plus it's kind of ugly on the eye's and hard to keep track of...
Would something like this be easy or complicated?
