Discarding Frame Warning

I have an RTSP/MPEG4 camera configured and am getting the following warnings filling up my logs every second or so.
Oct 29 11:12:07 dvr zmc_m1[26803]: WAR [Packet in sequence, gap 250]
Oct 29 11:12:07 dvr zmc_m1[26803]: WAR [Discarding frame 799]
Oct 29 11:12:07 dvr zmc_m1[26803]: WAR [Discarding incomplete frame 799, 0 bytes
If I drop the frame rate it seems to go away - so I'm guessing it's either a bandwidth (the camera is on wireless) or a CPU issue. How do I tell which (assuming that's what it really is). ZM Console load shows 3.02 right now.
