Where I can look for reason why zoneminder is not starting up after I restarted Ubuntu, till reboot it was working fine

It's a good practice to have backups of your ZM database often, at least the configuration. I do have a script to reconfigure my system (all except events, images and another table that I don't remember tight now). Last week I had to re-create the Configuration table that was completely messed. Maybe this is your problem, try to repair your database with phpmyadmin.
