Capture Card Compatibility

A few quick questions:

1. Would it be possible for me to use TWO Bluecherry BC-H16480A capture cards in one system to allow for 32 channels of video input? And what would the FPS and resolution be per camera?

2. And is there a better way for me to get 32 channels of input?

3. I think I actually only need 20-24 channels so I am considering getting a 16 channel card and then either filling in the rest with IP cameras or getting a 4 or 8 channel card. Will i have compatibility issues if I mix and match cards like this?
