Modect mode + continuous snapshot every 1 second, not Mocord

I'd like to take snapshots from my cameras every second (or other period). When motion detection trigger an alarm it should record at max FPS. I am aware that it could be done by Mocord feature, but I've tested it and discovered a big drawback.
I set 1 FPS limit all time and no limit during alarms. It was working, but that 1 FPS limit was global and it crippled watching live. I suppose that motion detection determining alarm was also done on that 1 FPS stream, what can lead to delays in detection or missed events.
I'm looking for a solution saving frames every second with unlimited FPS setting. There's always possibility to use another tool or write own script, but keeping these taken frames in ZoneMinder database would be convenient to browse it later together with smoothly recorded alarm events.
