Zoneminder tops out at 15.41 FPS?

I've been working on setting up Zoneminder at home with a couple of cameras. I tested Zoneminder out a year or so ago with 8 HD IP cameras, but the FPS all maxed out at 15.41FPS. We need realtime footage recorded, so I dumped ZM and used the Axis software we were licensed to use on Windows.
Fast forward to now and I've been looking at using a Raspberry Pi with webcams and an IP camera to feed into ZM for motion recording and I can't seem to break the 15.41FPS barrier. Watching the stream from the Pi directly, I can see a 20-25FPS 720p feed that looks great. In ZM, however, the FPS drops to 15.41. Even if I drop the resolution to 640x480 or 352x288 the FPS peaks at 15.41.
Am I missing something? I just find it odd that a dual quad core Xeon and a single dual core AMD both peak at the same FPS.
For reference, Logitech C615 with ZM 1.25 on Ubuntu Server 13.04 on a dual core AMD A6-5400K, 8GB RAM and 2TB SATA. I have tried streaming from the RasPi with mjpg_streamer and even plugged in the webcam locally to the ZM box with the same FPS cap.
