MPEG Vs JPEG

I'm wondering if someone might have some input on a streaming issue I have. I have 2 IP cameras (Foscam) and ZM installed on Ubuntu. Every client I have uses Linux and I'm able to see the stream but for fast video streaming I was trying mpeg/swf (instead of jpeg/swf) and it worked amazing ... for one camera. The other camera won't even show an image when I switch. If I leave it at jpeg/swf it works fine on both it's just choppy over the internet compared to mpeg.

Both of the IP cameras have the "exact" same config/firmware etc, the only difference is the IP address. Does anyone have any ideas what might cause only one camera to stream an image when going from jpeg/swf to mpeg/swf?

Or even have some ideas I could use for troubleshooting? All mt logging ever says is capturing for its' respective monitor, no errors *shrug*
