Jumpy video on USB Webcams

I am currently running puppet-zoneminder 1.26.5 in an Ubuntu 12.04LTS VM under virtualbox. The VM is running a UVC USB webcam from http://linux-uvc.berlios.de . The video is jumpy and I had experienced this under 1.25.x as well. I am seeing no errors in the logs other than alarm events starting creating lots of events. I have attempted to change Options > Config >CAPTURES_PER_FRAME to 3 and no change was observed. I also disabled the V4L_MULTI_BUFFER option and the video stream is no longer available. Has anyone else had this problem? Thank you in advance.
