Shared data not initialised by capture daemon error

Shared data not initialised by capture daemon error

I have a Debian 7 machine that I have installed zoneminder from the package manager. I am using a single Foscam Fi18910E as my camera. I have made sure i went in and set the shmall and shmmax but i still get this error message in the zm logs (from the web UI)
"Shared data not initialised by capture daemon, some query functions may not be available or produce invalid results"
I have tried installing zoneminder on both 32bit and 64bit Debian machines, and still no luck.

The camera works, but i get the above error message and when I view the live camera stream, its like it freezes on one frame or
10-15 seconds than it freezes at the next frame that's 10-15 seconds after that one- and that's it.

Does anyone have any recommendation for something I can try to to get this working?

Is there something that I am dong wrong? Maybe zoneminder just doesnt like my Foscam? If i log into my camera using a web browser, my camera works just fine.

Does anyone have any ideas/documentation I can look at to fix this?
