ZM Console - 'Add New Monitor' does nothing

Zone Minder 1.25

Clicking 'Add New Monitor' does nothing, is this a permissions issue, if so with which software?

Web page shows:- "ZoneMinder Console - Running - v1.25.0"

Options page works.
Log page shows nothing.
Can't do much without a monitor.

Any ideas what to check for please.
