Zoneminder 1.25.0 Stuck in Alarm

I have a few cameras on my Zoneminder 1.25.0 system. I have a Logitech USB webcam just used for toying around with settings, but I have two FOSCAM's one is the FI8904W and the other is FI8918W. Both camera's get a pretty nice picture and have the IR on all the time.

I have zones set for each camera, and have used the same settings on all three. The problem is that the FOSCAM stay in the Alarm State. The USB Logitech works fine, detects motion with alert then goes to alarm, back to alert the back to idle.

Where should I start looking?
