Slow Loading Cameras Views

When attempting to load camera (monitoring) views it can take 30-60 seconds before images display. Is this normal?
Currently have 4 cameras (two IP and two USB)
Frame rates have been limited to 3
Resolutions are 320x240 (2), 640x480, & 1280x960
Colorspace is set to 24 bit
Source type are setup as Remote
Bandwidth configured for Medium
I do receive a lot of these errors in the system log.
