zoneminder 13.10 vs 12.4 no record issue

I'm upgrading to ubuntu 13.10, but i've noticed in modetect i'm not capturing events at all. Settings are configured the same as my other 12.4 ubuntu which is working correctly. Idea's logs are difficult to figure exactly whats happening. courrupt jpeg shows up alot.
