Error: MooTools not found! ...

I get the following pop-up error when browsing the startup page .../zm/index.php
"MooTools not found! Please check that it was installed correctly in ZoneMinder web root."
When I click 'OK' I get this on the browser screen:

ZoneMinder - - v'.ZM_VERSION.'', canEdit( 'System' ) ) ?>
/ '.$SLANG['Log'].'' ) ?>
<?= $SLANG['Refresh'] ?> <?= $SLANG['Edit'] ?> <?= $SLANG['Delete'] ?>
grayed out.
I am running on openSuse 12.3 with LAMP running and ZoneMinder 1.27.0 RPM installed.
'zm_database_init' ran successfully after the RPM install.
One anomaly with my system (due to HHD space limits) is that /data2/srv/www/htdocs if the web root directory. /srv/www/cgi-bin remains the default CGI-BIN directory.
I changed /etc/zm.conf to reflect these changes and did '/etc/init.d/zm restart' 'zm_database_init' again to be sure ZoneMinder would see this configuration change.
Please give me any pointer on how to get The ZoneMinder web root correct.
