Surveillance Cams on the news

Is it just me or does it seem that most of the surveillance cams that get shown on the nightly news are just crap for quality? Is the retail/banking/whatever sector that far out of touch with current surveillance camera technology? Or are they just too cheap to upgrade their systems?

Added thought: Are they getting some sort of discount from their insurance companies and the insurance industry isn't asking the right questions when granting the discount?

Something like this:

Insurance Agent: Do you have any surveillance camera system at the business location?
Business Owner: Yes.
IA: Ok, you get the discount then.
But it should be more like this:

IA: Do you have any surveillance camera system at the business location?
BO: Yes.
IA: And how old is the system?
BO: Five years.
IA: At what resolution and frame rate does it record?
BO: 320x240 1 fps
IA: Sorry, that's 1960's technology and to get this discount your surveillance system would need to be upgraded so it could at least tell the difference between a Ford Pinto and Boeing 747.
