I have the 1.28 installed from zmrepo... is it possible to upgrade-in-place to 1.29?

1.29.0 is currently a release candidate. It is still in beta. There may be a couple more fixes before it is officially released.

Since you have zmrepo installed, you can enable the zmrepo testing repo found under /etc/yum.repos.d and then you just do a "sudo yum update".
This will get you the latest 1.29.0 release candidate.

Just like in your previous post, ZoneMinder will not work correctly if you do not follow the steps in the README.
This applies to upgrades as well as new installs.

If you can follow instructions, then you won't have any problems.
