I've been trying to upgrade my 1.28 to 1.29, and have problems with apt*, but am I right in thinking that the 12.04 / precise packages are not ready yet?

Likely will never be ready for 12.04. Time to upgrade to 16.04...

Yeah 1204 is not supported by canonical anymore, so i can't even upload packages. You will have to build from source if you want to stay on 1204. I don't recommend that. ffmpeg developments alone make upgrading a good thing.
