Fresh install on Debain 9 - Dont know what I'm doing wrong.

I had been running Zoneminder in Debian 9 for years in a VM. That whole physical server bit the dust. I didnt back up the install, just the video, figured it would be easy to just redo the install. Oh boy... I started that server on Debian 8 and upgrade to 9 down the line with no issues. But I have had one heck of a time getting ZM 1.30 or 1.32 installed. currently have 1.32.3
I cannot get the f-in thing to work in a significant number of ways.
I try to change settings, no dice. They don't save. The options page reloads when I click save and the options are still just the same.
I try add my cameras with ONVIF and it never finds any of them, I get this in apache's log.

I try and add camera's manually. Well that craps out too. I click on the source tab to manually enter the camera's IP and credentials. Well the page eventually times out. Then this mess shows up in apache's log.

I have googled for hours. Lots of suggestions about CRUD and Cake and update to this version of PHP or downgrade to that version of PHP. Most of the threads have 3-4 bumps and no answers. Right now I've got PHP 7.0.33+deb9u5 Nothing has worked. Most of the suggestions are for Gentoo anyway. Well I know debian and deb based distros. I really dont want to have to learn a whole new OS just for one web app that doesnt work.
I am at my wit's end here. I have verified the database credentials. I have verified system permissions. I have even made literally every file related to ZM completely 777 just to make sure theres nothing it needs that it cant get. And nothing. I even tried Debian 10 following those instructions on the wiki and I got a whole fresh new set of interesting errors that I didn;t have the patience to look into and just formated the VDISK and reinstalled 9.
Does anybody please know how I can get this working before I pull out the rest of my hair.
