(SOLVED) Error when invoking http://localhost/zm in web browser

Hi
I have been installing ZoneMinder and have it essentially fully installed. When I try to use it, in a browser, I get the following printout Error.
ZoneMinder is not installed properly: php's date.timezone is not set to a valid timezone
Can someone assist in my problem. Since it will not open in my Browser I cannot make these changes through the Web frontend.

Thank you 'instantdreams'. I had done all the correct changes but I did not know that the "America/New_York" had to be quoted with 'double quotes'. Thank you for the articles which showed the precise syntax. I had actually tried 'single quotes', I think but they did not solve my problem.
