zoneminder 1.32.3 camera setup and low FPS

I have finally managed to install zoneminder 1.32.3 on a clean updated centos7 vm.

I have three cameras
two reolinks
    RLC-420-5MP
      RLC-410-5MP

      and one onvote D50-PTZ288

      At first all the frame rates were terrible and I was disappointed until I realized I only had one processor for this instance which was at full throttle. Then I added 3 processors and on reboot the one reolink is working awesome @25fps, the other reolink is ok @12.5fps, but the onvote is terrible. Console reads 0fps and when I click to open full view I can get 2fps to maybe 4fps max. If I look at my processors they are still processing pretty high but they are not tapped out.

      I can only assume that I must have some configuration to do for this camera? I mean the other ones are working pretty good it is only this one that has problems. This camera is a ptz control with zoom. When I have this camera on full view I can see the control at the bottom and looking at its native config from its own UI I can see the control use PELCO_D protocol. So I've switched this on ZM, but still the control do not work and the frames are no more then 4fps. VLC I get a nice clean view and in its native UI it is smooth as well but it doesn't show the fps.

      I do know I had issues doing mainstream with this cam on a phone APP and switched to substream and it worked with no lower resolution, but I don't know where in zoneminder I could check that out and I've looked around.

      Does anyone have any advice as to where I should be looking? or what I should be configuring?
