ZoneMinder 1.34 install fresh Ubuntu 18.04LTS

I've spent the past 2 days rebuilding this server that no one maintained since 2017. Apparently someone decided to edit the apache.conf file and when i ran the sudo apt update/upgrade and apache updated it deleted all the info from the default .conf file that apache says "DO NOT EDIT THIS FILE". Along with a couple of other lazy mistakes I found I decided to blow the whole thing up.
I have yet to find a set of instructions that actually give a working step-by-step process. The closest I have gotten is this last attempt, where I am actually able to see the apache default page when going to my domain name. Can someone provide a working set of updated instructions, script, monkey hand with one wish left, anything that can help me get this thing operational, preferably without nuking this again.
Set this up via Lamp stack (php7.2, MySql, Apache). I've messed with the .conf files (not apache.conf) per instructions and set the zoneminder /var locations and I can access it locally.

I would not be opposed to a complete rebuild with PROPER/VERIFIED/WORKING instructions.
