Just a quick note that upgrading a running Zoneminder server using Ubuntu 18.04 or 19.10 to 20.04 may break Zoneminder.
Ubuntu 20.04 does contain Zoneminder 1.32.? Early pre beta and beta upgrades I have done trashed the running Zoneminder. You may be able to "hold" the existing version of Zoneminder but I would advise against trying on a system you really need.

I run 20.04 here for dev. I would imagine that you just need to re-enable the ppa and upgrade. Database changes should not be damaging, so just a matter of re-installing the updated version.

Always take a backup of the db, it's the only important part.
